I am enclosing a memorandum from Frofessor Brown, Dean of the Facult of science in Hong Kong University

I believe I shall have your full sympathy in effort to ret the Universite going again.

There may be divided opinions on the value of propaganda of cer- tain sorts and of how it should be undertaken, but this is certainly a nor-controversial and undoubtedly good meens of getting British prestige etc. roing again.

I believe if one statement to Government policy regarding the University were to be made, it would be possible to ret very large subscriptions from bene- volent Chinese and others, and if you will let me know who in your inistry I should contact, I would like to got this matter under way with appropriate questions etc. The tter really is of one urrency and we do not want the British way of life, the knowledge of our past and above all of our literature, to disappear completely and be replaced by the american or any other ideology.
